The California Department of Water Resources and the Central Valley Flood Protection Board evaluate a bypass and floodways on the San Joaquin River near Paradise Cut.

Measure Details

The Central Valley Flood Protection Plan Update, adopted in 2017, provides an evaluation of the flood bypass at Paradise Cut, and includes a draft San Joaquin River Basin-Wide Feasibility Studies that lists a suite of recommended multi-benefit improvements to the existing flood control system for the Paradise Cut area and the lower San Joaquin River. The legislature has not yet provided funding for the project, but the Delta Conservancy has provided two planning grants to the San Joaquin Resource Conservation District and American Rivers to further study the project.

RR R9. Fund and Implement San Joaquin River Flood Bypass. The Legislature should fund the California Department of Water Resources and the Central Valley Flood Protection Board to evaluate and implement a bypass and floodway on the San Joaquin River near Paradise Cut that would reduce flood stage on the mainstream San Joaquin River adjacent to the urban and urbanizing communities of Stockton, Lathrop, and Manteca in accordance with Water Code section 9613(c).
