The State Water Resources Control Board (SWRCB) developed a Groundwater Workplan concept paper in 2013. This workplan preceded the 2014 Sustainable Groundwater Management Act (SGMA). To learn more about SGMA look at the Department of Water Resources SGMA Portal.
