The Measure
California Department of Water Resources and the State Water Resources Control Board, in collaboration with the Delta Stewardship Council, have established an advisory group and recommended measures to reduce procedural and administrative impediments to water transfers by December 31, 2016.
Measure Details
The Department of Water Resources (DWR) and the United States Bureau of Reclamation facilitated a stakeholder advisory group and updated guidance documents in the 2016 Draft Water Transfer White Paper and water transfer checklist in appendix B of that report.
DWR presented to the Delta Stewardship Council at the September 2015 meeting a report titled "Water Transfers and the Delta Plan". This report provided an overview of water transfers, and discussed efforts to improve the water transfer process including meetings with stakeholders, updating guidance documents, and expediting water transfer process during the drought. WR R15. Improve Water Transfer Procedures. The California Department of Water Resources and the State Water Resources Control Board should work with stakeholders to identify and recommend measures to reduce procedural and administrative impediments to water transfers and protect water rights and environmental resources by December 31, 2016. These recommendations should include measures to address potential issues with recurring transfers of up to 1 year in duration and improved public notification for proposed water transfers.
