The Measure

The Central Valley Regional Water Quality Control Board and State Water Resources Control Board adopt policies and regulations necessary to require all relevant water users that are supplied water from the Sacramento-San Joaquin Delta or the Sacramento-San Joaquin Delta watershed or discharge wastewater to the Sacramento-San Joaquin Delta or the Sacramento-San Joaquin Delta watershed to participate in Central Valley Salinity Alternatives for Long-Term Sustainability Program (CV-SALTS).

Measure Details

In 2018, the Central Valley Water Board adopted the Central Valley Salt and Nitrate Management Plan. The State Water Board approved the Central Valley Salt and Nitrate Management Plan on October 2019 and the Office of Administrative Law on January 2020. The adoption of CV-SALTS created two new programs: The Nitrate Control Program and the Salt Control Program.

The Nitrate Control Program requires all permitted dischargers in the Central Valley region in identified priority basins to choose between two pathways: individual permitting or joining a local management zone. The Salt Control Program requires all permitted dischargers in the Central Valley region to choose between two pathways: Conservative Option for Salt Permitting or participating in a Prioritization and Optimization study.
