The Measure
100 percent of proposed actions that include ecosystem protection, enhancement, or restoration use the Good Neighbor Checklist to avoid or reduce conflicts with existing uses.
Measure Details
Ecosystem restoration projects in the Sacramento-San Joaquin Delta and Suisun Marsh use the "Good Neighbor Checklist" to coordinate with adjacent agricultural uses to avoid or reduce potential conflicts with neighboring properties.
In 2021, the California Department of Fish and Wildlife through it’s Cutting the Green Tape (CGT) Program implemented the Statutory Exemption for Restoration Projects (SERP) to enable a CEQA compliance pathway for qualifying fish and wildlife habitats restoration projects. SERP projects are exempt from the Delta Plan covered action certification process (Covered Action).
Since 2023, ~23 percent of Delta Plan covered action certifications that included ecosystem protection, enhancement, or restoration used the "Good Neighbor Checklist" (3 projects out of 13 total filed). Additionally, since 2021, four ecosystem projects used the SERP pathway and included the checklist. A full list of all restoration projects consistent with the Delta Plan can be found on the Increased Funding for Restoring Ecosystem Function performance measure page.
