    Delta Plan Chapter 8 provides background information on federal, State of California (State), and local spending for water supply, water quality, flood management, and Delta ecosystem purposes. It proposes the development of a comprehensive finance plan to implement the Delta Plan. It also sets forth guiding principles for the development of a finance plan and proposes near-term funding for support of the Delta Protection Commission, Sacramento-San Joaquin Delta Conservancy, and the Delta Stewardship Council (Council).
